Product Safety Testing Guide

How to Get a CPSC Certified Product

Getting your product certified is straight forward and small business frindly. Here's are the steps to certifying your product and a list of top China testing agencies that U.S. sellers commonly use.

5 Simple Steps

  1. Pick a CPSC-accepted lab

For children's products, the lab must be CPSC-accepted for the specific rules you need (e.g., ASTM F963, lead, phthalates). Use the official CPSC-accepted lab search to confirm scope.

  2. Send samples + product info

Share age grade, materials, and key features. The lab proposes the test plan and quotes.

  3. They test; you fix if needed

If a clause fails, adjust materials/design and retest only what failed.

  4. Create your certificate

Marketplaces may ask for the certificate and full lab reports (see Amazon Seller Central CPC/compliance help).

Skip manual templates—use DocAssure's CPC Generator to create a compliant CPC from your lab PDF for as little as $4 per document.

  5. Keep files & retest on changes

New supplier, material, coating, or battery? Retest the affected parts and update the certificate.

Here are our recommended CPSC-Accepted Labs in China:

Note: Many groups below have multiple China locations and different accreditation scopes. Always confirm on the CPSC lab search that the specific site is accepted for the specific regulation you need before booking.

For very small teams & first-timers (SMB-friendly service, clear guidance)

SGS (sgs.com) – China network with strong toy/textile coverage

Best for: Amazon FBA sellers launching toys, plush, kids' apparel.

Strengths: Clear quoting, mature ASTM F963 workflows, broad material testing.

Watch-outs: Popular labs can have peak-season queues; share deadlines up front.

TÜV Rheinland (tuv.com) – Helpful for structured test plans

Best for: New brands that want hands-on scoping help, especially mixed-material toys.

Strengths: Good communication, detailed pretest checklists.

Watch-outs: Ask for clause-level retest fees to avoid surprise costs.

Intertek (intertek.com) – Fast consumer goods coverage

Best for: Sellers with multiple SKUs who need consistent formatting and quick cycles.

Strengths: Large China footprint, practical Amazon documentation experience.

Watch-outs: Share BOMs early; it keeps quotes and timelines tight.

For growing brands (mid-sized, multiple SKUs, retailer programs)

TÜV SÜD (tuvsud.com) – Deep toy/children's products capability

Best for: Brands expanding into big-box retail and needing robust reports.

Strengths: Thorough mechanical testing; helpful for design-for-compliance feedback.

Watch-outs: Build in time for detailed report reviews.

Bureau Veritas (group.bureauveritas.com) – Strong retailer & private-label experience

Best for: Sellers entering programs with specific lab report formats.

Strengths: Wide standard coverage (toys, textiles, small electrics), multi-site capacity.

Watch-outs: Clarify sample counts and consolidation to control cost.

What Labs Do vs. What You Still Own

Labs will:

  • Validate applicable tests, run them, and issue reports.
  • Advise on obvious design/material risks before you spend on full testing.

You still must:

  • Issue the CPC (or GCC for non-children's goods).
  • Keep records, manage supplier/material changes, and schedule retests.
  • Provide documents to marketplaces/retailers when requested.

That last part—the certificate paperwork—is where teams lose time. Turning a 20-page report into a clean CPC is admin work, not lab work.

FAQs

Can the lab make my CPC?

Usually no. They provide reports; you certify. CPSC explains CPC contents here.

Do I have to use a lab in China if I manufacture there?

No. Any CPSC-accepted lab works—China or elsewhere. Proximity can reduce sample shipping time.

Will Amazon accept my lab's report without a CPC?

They often ask for both the CPC and the full test report. Keep the formats clean; see Amazon CPC help.

How often do I need to retest?

Children's products require a periodic testing plan and material-change testing when components/suppliers change. Keep records with each SKU.
